The last book left off with everyone split off into groups. The Fires of Heaven mainly deals with Rand as he leaves the Waste, and Nynaeve's adventures hunting the black ajah, as well as the ex-Amyrlyn as she rejoins the Aes Sedai in exile. There are a few sideline to other people, but those are the main groupings that the book follows. Oddly, Perrin was left entirely out, barely even being mentioned.
But if the series grew complex in The Shadow Rising, here is where the pace begins to slow. The first half of the book is neccessary enough, but not much really actually happens. It's all used getting people to places so that things can happen in the second half of the book. I suspect that this area won't be quite as... not dull, but slow, for people reading it for the first time. For repeat readers, though, it may seem like exactly that.
The second half is certainly interesting enough to make up for it, though. And the climax can honestly be described as "action-packed." Indeed, every now and then in the past I have found myself pulling this book off the shelf to read the last few dozens of pages. It's a very cool ending.
